New Procedure to Apply for Financial Assistance with Home Heating Bills

In the past, Boulder County Department of Housing and Human Services has helped administer the Low-income Energy Assistance Program (LEAP) in Boulder County. LEAP helps people pay the costs of their home heating bills in the winter months. Beginning this heating season, through a partnership with the Colorado Department of Human Services, all processing of LEAP applications in Boulder County will now be done through Discover Goodwill.
The LEAP program operates November 1 through April 30. More information, including additional details on program eligibility, is available on the state’s LEAP page. To qualify for LEAP, applicants must be:
- Responsible for paying heating costs to an energy provider, fuel dealer or, as part of their rent; and
- Permanent legal residents of the United States and Colorado, or have household members who are U.S. citizens.
LEAP assistance is not intended to pay a household’s entire cost of home heating, so it is important that households continue to pay their heating bills.
